FFL Transfer Policies & Fees
We make incoming transfers straightforward. Review fees, requirements, and the step-by-step process below. Once a firearm is received and logged, the applicable transfer fee must be paid in full before release.

Transfer Fees
Fees are based on the source of the firearm. Fees remain due even if the transfer is not completed for any reason. Discounted transfer rates are available to specific individuals.
$40.00 per firearm
Example: You purchase from a dealer and ship to Torchwood Tactical for transfer.
Applies to transfers refused by Torchwood Tactical or refused by the customer through a third-party refusal.
$35.00 per firearm
It is legal for an individual to ship a firearm to an FFL for transfer.
The shipper must include a legible copy of their driver’s license or state-issued identification card.
$35.00 per firearm
Individual-to-individual transfer facilitated through Torchwood Tactical.
The transfer fee is required regardless of the background-check outcome.
Fees Due Once Logged
Once received and logged into the bound book or other required acquisition and disposition records, the applicable transfer fee must be paid in full before any release or return.
- Transfer fees are required regardless of background-check outcome: proceed, delayed, or denied.
- If a third-party transfer is refused or the transferee cannot take possession for any reason, the transfer fee remains due.
- No firearm will be transferred out, returned, or otherwise released until the applicable transfer fee is paid in full.
- Discounts are available for first responders, military personnel, and North Carolina Concealed Handgun Permit holders.
Unclaimed Firearms Policy
Firearms should be picked up promptly after notification. Storage fees and abandonment provisions apply when a firearm remains unclaimed or the customer does not complete or pay for its lawful return.
- Customers have thirty (30) calendar days after the first notification to complete the transfer without storage fees.
- Beginning on the thirty-first (31st) calendar day, a storage fee of $5.00 per firearm, per calendar day will accrue.
- Transfer fees, storage fees, shipping, insurance, handling, and other applicable charges must be paid before a firearm is released or returned.
- A firearm may be considered abandoned when the applicable policy conditions and notice requirements have been satisfied.
By directing or authorizing a firearm to be shipped to Torchwood Tactical, LLC, the customer acknowledges and agrees to the complete Unclaimed and Abandoned Firearms Policy.
Documentation Requirements
Missing documents can trigger additional fees and delays.
Copy of ID Required
The shipper must include a legible copy of their driver’s license or state-issued identification card.
Additional $40.00 Fee
If the shipping party fails to provide a physical copy of their FFL for dealers or valid identification for individuals, an additional $40.00 fee is charged to the receiving individual. This fee is non-negotiable.
How to Start an Incoming Transfer
Follow these steps to prevent delays or refusal.
It is the customer’s responsibility to notify Torchwood Tactical, LLC of every incoming firearm transfer before the firearm is shipped. Failure to provide advance notice may result in processing delays or refusal of the shipment.
Incoming Transfer Workflow
Use this list as your transfer checklist.
- Notify Torchwood Tactical, LLC of the incoming firearm transfer before shipment. The customer is responsible for sending the notification to sales@torchwoodtactical.com.
- Provide the transferring dealer a copy of our FFL, which is downloadable online or available by request.

Ask the transferring FFL to email
sales@torchwoodtactical.com with:
- A copy of their valid FFL
- Your name, address, phone number, and email address
- The make, model, and serial number of the firearm being transferred
- After arrival, allow 24-48 business hours for processing. You will be contacted once the firearm is logged into inventory. Known delivery does not mean the firearm has been processed or logged.
- Retailers typically do not share tracking information with Torchwood Tactical. The customer is responsible for providing tracking information to sales@torchwoodtactical.com to help avoid delays or refusal.
Possible Background Check Outcomes
Background checks are conducted through the FBI NICS system. Torchwood Tactical, LLC does not control or influence the outcome and does not receive denial details.
Transfer Authorized
If your status is “PROCEED,” we will arrange completion of your transfer.
You will be scheduled for pick-up by appointment to complete required documentation, including ATF Form 4473 and any applicable state requirements.
Additional Review
If your status is “DELAYED,” we will provide the date we are legally authorized to complete the transfer, when applicable.
A “DELAYED” status does not mean “DENIED.” It indicates that the FBI requires additional time to complete the review.
Transfer Denied
If your status is “DENIED,” you may file a firearm-related challenge through the FBI.
The challenge process may provide the reason for the denial and an opportunity to contest its validity. Torchwood Tactical, LLC does not receive denial details. Only the FBI can provide that information.
Transfer Fee Is Non-Refundable
Regardless of the outcome of the background check, the transfer fee is non-refundable.
- Fees are due once the firearm is received and logged into the required records.
- Fees remain due regardless of outcome: PROCEED, DELAYED, or DENIED.
- Torchwood Tactical, LLC cannot provide the reason for a denial. The FBI is the sole source for denial details.

Bring the required documents to complete ATF requirements and avoid rescheduling.
Primary Requirements

- Valid state-issued identification, such as a driver’s license or state ID card
- Valid North Carolina Concealed Handgun Permit, if applicable
- Completion of ATF Form 4473
Additional Proof of Address
If your current residential address differs from the address shown on your identification, bring a supporting government-issued document.

- Voter registration card
